During my six years as Governor of Texas, I have tried
to apply the philosophy of my old friend from Uvalde, the late
Vice President John Nance Garner:
Government should do only two things:
— Safeguard the lives and property of our people.
— Ensure that each of us has a chance to work out his
destiny according to his talents.
This has been the theme of the Briscoe Administration
from its beginning on January 16, 1973. Our program has been
built on these two principles. I believe we have succeeded reasonably
well.
The need for confining our government activities to
these two directives is as real today as it was six years ago,
and I believe the public support for them is greater than ever.
It means services for the people, but not government domination
of their lives and pocketbooks.
